VRPA Technologies was retained to develop the 2014 Regional Transportation Plan (RTP), Sustainable Communities Strategy (SCS) and associated Environmental Impact Report (EIR). The documents were prepared in accordance with California Environmental Quality Act (CEQA) and federal transportation and air quality requirements. The EIR focused on four Plan Alternatives including the No Project or Status Quo, Preferred Project Alternative (B), Project Alternative A, and Project Alternative C. Each of these alternatives was assessed in terms of possible constraints on the environment and the ability of each alternative to meet State and federal Air Quality Conformity requirements.
VRPA Technologies also assisted MCTC staff with development of the Public Involvement Process and directly participated in presenting both RTP, SCS and EIR related information at public workshops at locations throughout the County. VRPA Technologies also attended and participated in RTP, SCS Steering Committee meetings to establish methodologies, procedures, and directives related to the RTP, SCS and EIR preparation. Additional detail regarding provisions and requirements associated with Assembly Bill (AB) 32 was considered, assessed, and documented. The SCS element was new in the 2014 RTP, SCS and was developed in accordance with Senate Bill 375 requirements to achieve greenhouse gas emission reduction targets for cars and light trucks. In addition, VRPA Technologies also assisted MCTC staff with development of public hearing materials and presentation formats. Finally, VRPA Technologies also played a lead role in presenting the final document before the MCTC committees and the Policy Board.
