VRPA Technologies was retained to develop the 2014 Regional Transportation Plan (RTP) Sustainable Communities (SCS) Strategy Environmental Impact Report (EIR).  VRPA prepared the 2014 RTP SCS EIR to include the newly required SCS component addressing state law requiring greenhouse gas emission reduction targets established by the California Air Resources Board. The EIR focused on four Plan Alternatives including:  Scenario A Public Input; Scenario B (Preferred) Current Planning Assumptions; Scenario C Foothill Growth to the City of Fresno; and Scenario D Foothill Growth to Existing Communities.  The documents were prepared in accordance with CEQA and federal transportation and air quality requirements.  Alternatives were assessed in terms of possible constraints on the environment and the ability of each alternative to meet State and federal Air Quality Conformity requirements.     

VRPA Technologies also assisted Fresno COG staff with development of the Public Involvement Process and directly participated in presenting RTP SCS EIR related information at public workshops at locations throughout the County.  Additional detail regarding provisions and requirements associated with Assembly Bill (AB) 32 was considered, assessed, and documented.  In addition, VRPA Technologies also assisted Fresno COG staff with development of public hearing materials and presentation formats.  Finally, VRPA Technologies also played a lead role in presenting the final document before the Fresno COG committees and the Policy Board.
